"Although social awareness has increased, there are still people who don't want to pay for garbage collection service, and it is easy for them to dump their waste on abandoned land," warned Eduardo Batllori Sampedro, head of the Secretariat of Urban Development and Environment (Seduma).



"More work needs to be done on health education, creating environmental police rounds and rigorously enforcing the law when someone is found littering," the state official said.

Fines are established by law and anyone found littering in public spaces can be arrested and brought before the Public Prosecutor's Office.
